Over fifteen years have elapsed since the transition from the centrally planned economic system started in the early 1990’s. During this time agricultural and rural areas of Central and Eastern Europe have undergone profound structural changes with wide variations in the degree of transformation and in the rate of success in creating a competitive market and private ownership based food and agricultural system. By becoming member of the European Union the "transition" in its traditional interpretation has been concluded in ten of the Central East European countries. The transition to market based agriculture, however, is far from completion in Southern and Eastern Europe and especially in the CIS countries. International Association of Agricultural...

ANALYSE DER WETTBEWERBSPROZESSE IN DER POLNISCHEN FLEISCHINDUSTRIE SEIT TRANSFORMATIONSBEGINN AgEcon
Pieniadz, Agata; Rudolph, Dirk W.; Wandel, Jurgen.
It is the objective of the present study to examine the competitive processes within the Polish meat processing industry during the first six years of transformation empirically. In particular, two questions were posed: How did the intensity of competition develop in this sector since the beginning of the transformation process? What are the factors that did further or impede individual firm growth? The intensity of static competition in input procurement did increase slightly during the transformation process, but the intensity of dynamic competition in selling output, which is still high, did decrease. The results of an econometric analysis of market share development showed that below average initial firm size and above average input procurement prices...

CHAIN QUALITY MANAGEMENT IN CO-OPERATIVES AgEcon
Hanf, Jon Henrich; Pieniadz, Agata.
This paper investigates the relationship between the chosen quality strategy and the vertical co-ordination mechanism of a focal company by using new institutional economics, as well as strategic management approaches. The theoretical findings are tested using evidence from 19 of the largest Polish dairy cooperatives, surveyed in spring 2006. The results show that all co-ops recognise the changing market requirements and are treating food quality as more than plain food safety and the ability to continuously reproduce an ex ante defined set of attributes. However, compared to investor-owned dairies, co-ops are disadvantaged in quality-based competition due to their lower flexibility and access to financial and qualified human resources. To overcome this...

Challenges for chain based finance in the Romanian dairy chain AgEcon
Pieniadz, Agata; Hanf, Jon Henrich; Voicilas, Dan Marius; Goetz, Linde.
This paper investigates the different types of vertical coordination mechanism and the spread institutional arrangements (i.e. contracting) as well as identifies opportunities to expand innovative solutions that help to create and maintain the linkages among the famers and downstream businesses for dairy in Romania. In particular, we address the various modes of access to production factors, such as capital, specific inputs and know-how, as reasons for the varied development of Romanian dairy supply chains and its respective actors (farmers, processors). The paper draws on results from a recent study supported by the World Bank. The findings are based on semi-structured telephone and face-to-face interviews conducted in January-March 2009. The interviews...

Conceptualisation of family farms’ flexibility AgEcon
Renner, Swetlana; Pieniadz, Agata.
Agricultural enterprises in transition countries face dynamic changes in the prevailing economic, legal and political conditions. The success of an enterprise depends on its ability to adjust its farming system in response to these changing conditions. To meet this challenge, flexible and adaptable production technology is required. Thus, the farm’s choice of technology is an important decision which determines its future performance. Although the concept of a firm’s flexibility is widely analysed in microeconomics literature, there is no comprehensive framework to facilitate the analysis of family farms’ flexibility, especially considering market imperfections and other obstacles associated with the transition process. In this paper we formulate the...

DER TRANSFORMATIONSPROZEß IN DER POLNISCHEN ERNÄHRUNGSINDUSTRIE VON 1989 BIS 1995 AgEcon
Pieniadz, Agata.
After 45 years of planned economy a political and economic transition process started in Poland in 1989/90. Poland decided as the first among the Central and Eastern European Countries to launch a radical reform towards macroeconomic stabilisation and structural changes. The restructuring process determines to a great extent the processing industry. This paper analyses the transformation of the Polish food industry with main emphasis on privatisation and the internal and external structural changes of enterprises. It describes the principal stages and effects of the adjustment process of the Polish food industry to market conditions.

Explaining differences in farms efficiencies in Polish agriculture AgEcon
Hockmann, Heinrich; Pieniadz, Agata.
This paper deals with the estimation of a random coefficient model. The virtue of this approach is that it considers firm heterogeneity, which conventional SFA models do not. When the model is applied to Polish farms, the results indicate that the conventional random and fixed effect models overestimate the potential production increases due to the reduction of inefficiency. Additionally, our findings provide evidence of the importance of input quality for efficiency analysis. Moreover, the results indicate that farm heterogeneity is a significant determinant of agricultural production. We found that differences in productivity between the farms can partly be attributed to farm size, degree of integration in the product markets and incurred transaction...

Explaining Quality Differences at the Procurement Stage in the Polish Milk Sector AgEcon
Pieniadz, Agata; Hockmann, Heinrich.
The challenge of implementing EU quality and safety standards for food production and trading is one of the driving forces behind the restructuring of the agrofood chains in Central and Eastern European Countries (CEEC). The progress made in the compliance process not only varies amongst sectors and countries, but also among particular chains due to differences in their internal structure and strategies, and features of their political and economic surroundings. We construct a models to identify determinants of the diffusion rate of standards in a food chain under pre-accession conditions. We argue that adoption decisions in the food chain are determined by farmers' and processors' economic considerations. Factors such as pricing behavior, compliance costs...

Farm Heterogeneity and Efficiency in Polish Agriculture: A Stochastic Frontier Analysis AgEcon
Hockmann, Heinrich; Pieniadz, Agata.
This paper deals with the estimation of a random coefficient model. The virtue of this approach is that it considers firm heterogeneity, which conventional SFA models do not. Applying the model to Polish farms, the results indicate that the conventional random and fixed effect models overestimate the inefficiency score. In addition, the reasons for inefficiency are analysed. It is shown that despite the fragmentation of Polish agriculture, there is no evidence for scale inefficiency. Moreover, inefficiency could partly be attributed to factors that affect management input and requirements on farms.

Incentive Compatible Pricing and Quality Adoption: The Case of the Polish Dairy Sector AgEcon
Pieniadz, Agata; Hockmann, Heinrich.
We construct a model to identify determinants of the diffusion rate of standards in a food chain. We argue that adoption decisions in the food chain are determined by farmers’ and processors’ economic considerations. Factors such as pricing behavior, compliance costs and market structure, all of which influence the adoption of standards, are identified and discussed in the paper. The findings are used to test an econometric model utilizing data on Polish milk processing firms in the period between 2000 and 2002. The results indicate that input and output prices have a significant influence on the diffusion rate of standards. The dominance of large-scale holdings in the relevant procurement market significantly increases, whereas high compliance costs...

Income Diversification of Farm Households: Relevance and Determinants in Germany AgEcon
Pieniadz, Agata; Renner, Swetlana; Rathmann, Christoph; Glauben, Thomas; Loy, Jens-Peter.
During recent years, the number of farms able to generate satisfactory income from agricultural production has continuously decreased in advanced economies. The main reasons are the implementation of the Common Agricultural Policy of 1992 and the increasing capitalization of the primary sector. The relevance of income diversification and interest in various development paths of rural households have, therefore, been renewed in political-economic debates in those countries. The aim of this study is to identify factors that determine income diversification in Germany. An econometric model has been estimated based on a comprehensive survey’s data. The results show that the main economic incentive for farm diversification is the expected income increase or...

On Flexibility in the Polish Farming Sector AgEcon
Renner, Swetlana; Hockmann, Heinrich; Pieniadz, Agata; Glauben, Thomas.
This paper investigates the flexibility of the Polish farming sector during a transition period. Flexibility is considered to be a farm’s ability to change output by sustaining average costs. We argue that flexibility is a crucial factor in farmers’ competitive advantage, especially under dynamically changing environmental conditions. We propose a flexibility measure that accounts for both input and output flexibility. This measure is used to empirically investigate the magnitude and sources of flexibility in Polish family farming. We also identify the main factors that explain the proposed flexibility indices. The empirical findings reveal that Polish farms use different technologies regarding their input and output flexibility. While small and...

Optimal Grain Marketing Revisited: A German and Polish Perspective AgEcon
Loy, Jens-Peter; Pieniadz, Agata.
Increasing grain price volatility over the last year has revived the discussion on optimal marketing strategies. Various models of optimal grain marketing have been proposed and simulated in the literature. In this study an overview on these models is presented and critical aspects are discussed. Optimal strategies are then applied to the wheat market in Germany and Poland. Results indicate that gains from optimal marketing are rather small and uncertain in the real world, indicating that scientific assistance might be of limited importance. However, an understanding of optimization and price generating processes is likely to improve farmers’ decisions, e.g. if farmers have additional (private) information to improve price forecasts.

Product Differentiation on the Polish Pig Meat Market AgEcon
Pieniadz, Agata; Hockmann, Heinrich.
This study deals with horizontal product differentiation in the Polish pig meat market. Hypothesis among firms behaviour are derived from an illustrative model and tested in an empirical analysis using data from 1991-1998. The empirical analysis suggest that product differentiation is a relevant phenomenon in the polish pig meat markets. In addition we found that costs and competitions are important factors influencing price variation. However, further influences like price discrimination and vertical product differentiation are also important determinants for product price variations.

Quality Management in Strategic Networks - Is there any Relevance in the Polish Dairy Sector? AgEcon
Hanf, Jon Henrich; Pieniadz, Agata.
The most striking consequence of recent food scares was that food quality is no longer the concern of a single firm, but instead the whole food chain has to work together in order to deliver the “new quality”. For the agri-food business there is evidence that the majority of these more highly co-ordinated chain organisations are organised as vertical networks. The aim of the paper is to determine the degree of influence which the chosen quality strategy exerts on the vertical co-ordination mechanism. A theoretical framework has been developed based on new institutional economics and strategic management theory. The findings are used to analyse the Polish dairy sector and elaborate on the relevance of quality management for this sector.

Quality Management in Supply Chain Networks - The Case of Poland AgEcon
Hanf, Jon Henrich; Pieniadz, Agata.
In this article we suggest that rising quality requirements are key factors for the redesign of food chains. We argue that the food supply proceeds through pyramidalhierarchical strategic networks coordinated by powerful focal firms. These firms choose a quality strategy and employ chain quality management concepts by exerting managerial discretion to achieve the super-ordinate network aims. We introduce and elaborate upon two types of chain quality management: strategic and operative. The theoretical findings have been tested using evidence from the Polish dairy market. Semi-structured interviews were conducted across the various hierarchical levels of the 19 largest Polish dairy cooperatives during the spring of 2006. The results show that the firms’...

ROLNICTWO OBSZARÓW GÓRSKICH BAWARII PRZYKŁADEM DLA KARPAT POLSKICH? STUDIUM PORÓWNAWCZE AgEcon
Sroka, Wojciech; Pieniadz, Agata.

Small farmers in the Romanian dairy market: Do they have a future? AgEcon
Pieniadz, Agata; Hanf, Jon Henrich; Voicilas, Dan Marius; Wegener, Stefan; Goetz, Linde.
This paper investigates various modes of vertical coordination, with the focus on small farm integration in the Romanian dairy chain. It draws on results from a World Bank study based on semi-structured interviews conducted in spring 2009. The findings indicate that large and prosperous dairy chains fortify their chain efficiency by partner selection and provision of sophisticated assistance to relatively larger farmers. On the contrary, many barriers exist for small and medium-sized dairy chains (processors and farmers). The main factors hampering their potential exploitation are restricted access to inputs markets (capital, know-how) as well as poor quality of input service (agricultural service delivery, veterinary issues). The majority of cow's milk in...
